I have communicated with my cell phone company, Fido, and one of the customer service persons there told me that it is possible that the phone company gave me a number belonged to a previously delinquent customer of theirs. And if I want I can change my number to a different one. This is stupid, why would I  have to change when they made the mistake at the first place. I suppose they have to clear that up with their collection agency.
So if you received calls from this debt collector, you may check with your phone company if they reused previously delinquent phone number!
