The only problem is that many of these harrassers seem to have more than one number and "can call from" any one of them.  while you spend your money, they just plug in another number.  a good choice is to register a complaint with the FTC.   ( https://www.ftccomplaintassistant.gov/  )  They don't directly prosecute, but the information can be used to help other agency legal action.

Build evidence and sue.  You can profit quite nicely from this. Know the law and use it to your advantage.  It's there to protect you from scum like this, even if the debt is valid.

I too have received a call from this number, but I found the perfect answer to all these nuisance calls. I had the phone company (Cox)put "Selectove Call Blocker" on my line.

When I get a goofy call of some kind, I add the number to my list of unacceptable callers and never hear from them again. I probably have 20 number son my list from all kinds to telemarketers, solicitors and other time-wasters.

Contact your phone company and tell them you want Selective Call Blocker. It is about $4 a month and well worth it.

I've also received calls from 800-964-7365 on a daily basis for the last several weeks.  Often, the caller hangs up when I answer.  I finally called the number back and someone claiming to work for American Express's "I-Collect" department answered.  He also said he's located in Bombay, India.  I then called American Express customer service and explained that I was receiving the calls and was patched through to a "specialist" who asked me for the number at which I was receiving the calls.  After I gave it to her, she said that American Express was trying to reach a different person at that number and that they would proceed to remove me from their automated dialer, basically conceding that American Express was responsible for the prank and harrassing phone calls.  I expressed my outrage and commented that these practices reflected poorly on the Company.  She said my comments were noted (yah right) and that I'd be removed from their calling list within 24 hours.  Unbelievable

I've been getting calls at least twice a week from this number. Once I answered, and I get a recorded message to call someone else, which I ignored.

They left a message on my answering machine which said they were calling from American Express and left my phone number as their reference number.  I called them back and this was from 1997 and a credit card which was fraudulently gotten by a relative.  I paid the majority of it and then turned it over to the relative which was approved by AMEX.  This was removed from my credit report some time back and I haven't heard from them in over 6 years, which I believe is over the statute of limitations in my state.

Started a few weeks ago and they just keep calling all the time with message: "Please call American Express..." I answered once and line was dead. I don't have American Express.

Sure would be nice to have a "block" feature for the phone.

Received at least 8 calls looking for a person I have never heard of over a 2 week period via an automated message.  I believe this is a division of AMEX located in India, called icollect.  They actually have an option on their incoming message to hit option "2" if they have called the wrong number.  Apparently the just call any number that the person they are looking for ever had associated with their name or ever gave out.  I am also calling Amex directly to complain since they should be keeping better records.  Calling a person this many times is harassment and I let both divisions know this.  I actually do not think it's a phishing scam since they wouldn't give out any information.

Well, I'm on the phone with American Express right now, and they're telling me it IS an American Express number (contrary to what I was told by AmEx yesterday).

I'm on hold waiting to see WTF they're going to do about it.
