That only means that you pay your service provider not to place your name, address and number on any lists used by Directory Services, so people cannot call 411 (and other such numbers) and get your number when they do not know it.
"Unlisted" is not the same as "uncallable", being unlisted does not prevent anyone from dialing your number and ringing your phone.

The Do Not Call Registries only apply to telemarketing calls and are not call blockers.  Callers that are not trying to sell you something are free to call your number (even if you are unlisted).  This includes Charities and other Non-Profits, Political calls, Debt Collectors, Survey and Poll Takers, misdialed calls, etc.
Since you apparently did not answer (as you do not mention details of the call), you cannot say with any certainty that the prohibitions of any Do Not Call Registry apply.
