They left a voice mail telling I'm in trouble and to call the county. I have no idea and didn't say who they were. Also said they will locate me  like they authorities were gonna come to my house. Is this a scam call?

Sounds like a debt collection extortion scam.  If you were wanted by the county then they would certainly not be calling you up.  Simple solution would be to call the courthouse/Sheriff and ask them.  They will certainly tell you that this is a scam and to ignore it.

They called me today saying that my brother was in trouble and will be reported, they asked if he was living with us

Got a call from this number today from a "Allison Garrity" something about complaints being filed against Simone Turner in Tarrant County and that my "Shared address" is listed with the active order of location and "will be completed in conjunction with the place of employments."

Says to contact the legal office filing the claim to provide an alternate address if you no longer reside together at 855-408-8464.  I have no idea who Simone Turner is.

Voicemail sounded legit, but the content makes no sense.  They gave a file number too.
