    This is not a real human, it is a voice synth (robot) pretending. It's probably a sales call, either asking for donations, or offering credit, or to consolidate debt, or something. ANYWAY, these kinds of computerized telemarketing systems DO respond to human voice -- i.e., they not only sound good (and real), but they can also understand you (very good speech recognition) -- so, here's what you need to do: Call it back WITHOUT your number blocked (i.e., no *67) so that it can see your number on Caller ID, and then just wait for "Ray" to say (in his Southern twang) "Hello how are you today?" and then YOU just say: "Please add me to your DO NOT CALL LIST". He will say "My apologies" and then there will be a small pause for a moment, and then he will say "Adding you to the do not call list". DONE! (allegedly they will (should) add you to their own DNC list).

    Do not ever call these numbers back as "nobody" above recommends...Scam!!  Calling the number back only validates your number, and then it will never, ever come off the telemarketers lists!  "Nobody" probably works for the telemarketers!!!

    Did not answer....left no message...called back from office phone...answered...This is Ray...I didn't say anything...he said...are you there?
    I just hung up....not a number or a voice I recognized...I figured they were trying to get working numbers

    The above will work if they are legit. But they may also turn around and sell your active number to someone else also.
    These guys can legally call you if they are legitimately an exempt organization.

    But the rules are rather strict and narrow. Seems to me if good ole roboboy "ahrrr u thar Ray" and his organization are only donating a small percentage to law enforcement, keeping the majority of donations for themselves, then they are more likely a "for profit" telemarketer. But then how would you know without more research and a legal challenge?
    If robocaller Ray, calls incessantly, doesn't leave a message, then how legit can their organization be?

    Caller ID is Grapevine, TX. It's one of those new recorded robodialers that starts of with a back-ass-wood drawl (I can say that since I'm a Texan😉) 'hi, this is Ray...how are you?' If you say nothing after 'hello' it disconnects. I'm sure if I'd said another word it would trip whatever scam their running. I've blocked it. Already really sick of these calls!

    The flaw in your case is the fact that 99% of the numbers that show on caller ID are spoofed- meaning nobody can trace the number since it's being stolen from legit companies.

    Annoyed at scammers
    The "Are you there?" is more than likely a scam where they try to get you to answer with a "yes" so they can say you authorized some kind of transaction. These types of scammers have partial info on people & just call for a "yes" response. I agree with "somebody" that "nobody" probably works for these scammers! There really would NOT be a legit reason for anyone to ask this question! It's not a good idea to answer calls from unknown numbers, or call them back (especially if they don't leave a message). Just check their number to see if it's legit, & BLOCK them if they're not! Hope we can one day find a way to stop these irritating phone calls, but for now, at least we have different ways to check these numbers out.

    I didn't say anything because it sounded like a recorded voice and eventually he said, "hello? Is someone there??" and when I said "oh, I thought this was a voice recording!" He said, "no...there's a real person talking"

    Still ended up hanging up because they were persistent in asking me to donate $15, even after I told him I needed to discuss this with my spouse first.
