Calls and hangs up

they call and hang up, so that they can get the best time to call when someone will answer.

Called a few times. hung up first couple of times. then finally answered the last time asking for a joanna. I hung up.

Person asked for me by my maiden name, then the line went silent when I answered "yes", then switched to a different person who clearly had a call center in the background.  I hung up.

I've been getting calls from various numbers from these people for the last couple of months, they never leave a message and change their number constantly. Idk what they want since I pay all of my bills and have no collectors after me, good thing I NEVER answer unknown phone calls. Surely they will get tired of no answer and give it up, it's a waste of their time.
