I received a spam message containing the above number as a contact.
It was clearly an attempt at an Advance Fee Fraud scheme:

Three  immediate red flags (among others) - The government does NOT use a free GMail account & it is addressed to "beneficiary" - not you directly, AND THEY WANT MONEY FROM YOU UPFRONT..

You're right, I received same message, and also noticed gmail address. What a scam.

They do their best with all their official-sounding jargon but their slip-ups with the poor English is another clear giveaway this is a scam.
