When is the FCC going to finally prosecute Dynata? Starting today, phone companies are supposed to block illegal robocalls. When will they also be required to block spoofed numbers? Today, I received two calls less than two hours apart from this criminal enterprise. They use both fraudulent techniques. They also often claim to taking a survey, to get around DNC rules. But it is bogus, too.

But Dynata does do surveys so how is it "bogus"?

How do you know that it is a "criminal enterprise"?  Do you have evidence to that or are you simply libeling them?

If you have not given prior express to call you it's an illegal call which is a fine of $500-$1500? If the company is using an auto dialer that would make the call illegal period and they own you money

Fines are levied by the government.  Fines for illegal telemarketing are much higher then that.  You read part of a law, didn't understand it and then came to the wrong conclusion.  Try again, maybe put some effort into it.
