This phone number, from a totally different state keeps calling me and not leaving a message. When its called back, someone starts reading a disclaimer to you without identifing the company your calling.

This number belongs to Allied Interstate.  I believe it is a collection agency.  I don't have any outstanding debt so I don't know why they call me.  They never leave a message and call everyday!  I blocked their number but they continue to call from different numbers, such as; 818-450-5606, 763-392-3794, 702-553-0568.

Me too - a wrong number I've told them again and again it's the wrong number and they continue to call on a daily basis and hang up or don't respond.  I just got through to Allied and was told it is an auto-dialer calling me and they promise to update there records that the person they are looking for is not at my home.
