Portfolio debt collector. Rarely leaves voicemail. Actually they’ve only ever left 2 voicemails. If they’re calling you then you owe somebody money and they’ll continue calling you until you pay or make a payment plan with them out until the debt is so old that it falls off your credit record.

Not necessarily.  Portfolio is well known for contacting, harassing and even suing people because they have the same name as someone they are trying to collect a debt from.

The only thing that a debt falling off your credit report means is that potential creditors do not get to see just what a credit risk you are.  It has nothing to do with the debt being collectable or not.
By the time a debt falls off your credit report, the Statute of Limitations has expired for it in most States, so you cannot be sued in an effort to collect it,
Until payed or legally discharged by a court, a debt is collectable until you die and your estate is settled.
