They keep calling looking for Emma Yates and are supposedly creditors. They want me to call back if I'm not Emma Yates but I fear a scam so I've never called back but we don't know this person  and keep getting these calls searching for her.

This number is a collection agency based in Texas.   It often spoofs its phone numbers to look like it is calling from your own state or an adjacent state.   This collection agency buys old and questionable debts, especially from medical providers.   It does not matter if you show them proof that your debt was previously paid.   They will keep calling.   Your only options are to sue or to block their number--and they have dozens of numbers to "call from."  The Texas State Attorney General needs to shut down this company.

So why didn't you post the information on this debt collector, such as their name and their address?  Also, you have other options.  Such as contacting the CFPB, your state attorney general's office, and sending them a certified, return receipt debt validation or cease and desist letter.
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/
Also file a complaint with your State Attorney General's office.
