Supposedly from Kaiser's "Business office"-- they do use my name in the message, but I think it's a scam nonetheless. Yes, I currently owe less than 10 bucks to Kaiser but the amount isn't even due till early November (and it's mid-October now) so there's no reason they should be calling me.

I received a call and VM from this number indicating that it was the Kaiser billing office and to call and that the automated payment system is available 24 hrs per day... We don't owe Kaiser anything. The automated voice even sounded like the one Kaiser uses. They left a reference number. I've never had this happen, and I've owed Kaiser money in the past. I've had Kaiser since 2014. I'm pretty sure this is a spoofed call if this number is even associated with Kaiser. It doesn't seem to be from my internet search.

You are correct in that numbers can be spoofed.  Call back to this number got me a series of "special offers" such as a medical alert device and declining that, just sent me to another series of special offers.  Sure doesn't sound like an insurance billing office to me.  When in doubt, best to call the number on your member card.
