I got two calls on my cell phone from this number.  I didn't answer but they left voice mails.  Both vm's were cut off since it was just a recording.  They said a warrant for arrest was issued for the person with my name.  I suspected it was a scam and they wanted money to clear it.  I called the PD who confirmed it was definitely a scam.  Do not answer calls from this number and do not return their call.  I have it blocked.
