Most likely some off-shore scammer.   The phrase "allegations pending against you" is often used by IRS/DEBT/LAW scammers located in India or Pakistan.  No legitimate law enforcement agency in north America calls up and tells you allegations are pending against you.  If there were criminal cases against you you'd have already been interviewed by local law enforcement on a person-to person basis.  Ignore and block these calls.  Talk to you local police department about these calls.

Police can't do much since the callers are located overseas.  However, they can notify the community and the media.  Which is why you should go down in person to police station and make a complaint.
