This showed up as an unknown caller with leaving a voice mail for my full name looking for my sister it was a woman caller she was an American saying my sister had left my number as a contact number and she is being cited out of the county she resides in and  a reference number. I know for a fact that my sister doesn't give out my full name or number unless it's an emergency.  This is the number left on my voice mail. I am half tempted of calling them back myself to tell them to remove my name and number

Received call 4/12 from Jane, private number left on v/m the message that there has several civil complaints against me. To contact their firm at 855-418-5097 file #FL7295 to avoid legal action. My response would to contact the FCC to file complaints of harassment by them.

Your response would be wrong since the FCC does not have jurisdiction over debt collectors, real or imaginary.  That would be the CFPB, the FTC, and your State Attorney General.

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

Most likely an off-shore Caribbean based debt scamming operation.  If you call that number, they put you on hold and then start playing that creepy hold music usually associated with off-shore scammers.  Ignore and block the number.
