They had a lady call and leave a voice mail on my father in law machine stating this was a federal case and that I would need to call so we don't get served.  I called and and they states about a debt from a company long ago we owed money to. And we needed to set up a card on file to take the money out of or they would proceed with papers and court action. .i am weary of giving them information.

This is a SCAM.  Only WRITTEN documents are a legal form of notification.  Phone calls , fax, & emails are NOT "official".  If in doubt contact  your LOCAL CIVIL courthouse.  Federal case --are they  kidding?????  The government of the United States will get involved in a small debt???????

Also - if you actually did owe money (check the state's statute of limitations) the police would just show up.  You would not be warned.

Just received phone msg (local number but referred me to this number) from woman saying same BS. Call them to prevent further action on a claim against me, "you have been officially notified". Yeah right, bite me, and good bye. Total scam............................

Yup.  It is a scam and I just reported it to the FBI www.IC3.gov.  Apparently, this has been going on for a few years now.
