3 times now this number had called for a family member that I haven't talked to in years. How are these people getting my phone number for someone else and because I am on the no call list?

Got a call from this number a computer message saying that  a summons was going to happen in the next 24 hrs. if I did not return their call. Called them back and they said I owed them money for a payday loan taken out in 2011 and that I need to get a prepaid card and pay them $500.00 or they would take me to court. I told them I had no payday loans and go ahead and take me to the court. The lady hung up on me.

Almost certainly some sort of scam.   A summons is usually delivered by a process server licensed to serve process in your state.  They never tell you in advance they are coming.  Rules vary state by state.  A summons is issued by the clerk of the local court and is only issued if a complaint has been filed in the same court.  The attorney for the other side will usually get the summons and the complaint and have it served.  But before that happens, the attorney for the other side would have sent out letters.  There would be a paper trail.  You would NOT be notified of this by a cold call from someone who refuses do ID themselves.

Do not return the call and do not give them any information or pay any money or agree to.

    Mad as a hatter
The name of the company is ARM.  A debt collection strong arm company.
They lie and say that a summons has been issued.
DEMAND that you be sent a validation of debt through the US Post Office.  They don't want to sent through the US Mail because then their scam becomes federal.  They will want to email you the information.   Tell them only through the US Mail Service.  Then send them a cease and desist letter that you may only be contacted via US Mail.  Also report them to the FTC and your state's atty. general.
They also have the number:  855-784-8479.
Calling and disclosing personal information to anyone other than the person involved is illegal.

Foreign Shills are so obvious... replies to Mike
Guess what? No one here believes that they sent you anything at all through the mail! Post all of their info. that's on that correspondence. The folks here will be more than happy to verify every bit of it. Somehow, I doubt that you'll be posting a single bit of verifiable information. As a matter of fact, if you post anything at all it will only be more lies.

ID themselves as ARM.   The acronym means Accounts Receivable Management, but they just call themselves ARM.

Possibly this group (the person who answers the phone garbled everything):

    As predicted.... replies to Mike
you post nothing but excuses. Bother me? Not at all. By not posting anything useful concerning this outfit you have just confirmed that you're trying to shill for them. What's the matter? Is there a reason you don't want to post their return address? Or the name of the person who signed this supposed document you received in the mail?
    Nice try. You've failed.

That's all we need to know... replies to Mike
They're just another bunch of clowns in Erie county desperately trying to work bad paper for a profit. Lower than the scum that can be scraped from beneath the armrests that surround the bars in seedy taverns. Ignore them. They cannot, and will not, provide any proof of their claims in writing. Particularly not via the USPS. Violations of the FDCPA are one thing. Committing mail fraud is quite another.
Pay them NOTHING unless a notice of validation has been received via the USPS, the debt has been verified & their legal claim to it has been confirmed. Basically, what this means is that an informed person won't EVER be paying clowns like these people one...red...cent!
