robocall that wanted to know if I wanted to be included in a study/treatment for COPD. Apparently they don't abide by the DNC list.

They don't have to abide,  they are exempt.

How would a robocall from a supposed doctor be exempt form the DNC lists? This same jerk called us at 11:01 on 4/1/2013. We're on the Federal and State DNC lists, and we were told that only political calls and calls from those we have an ongoing working relationship with can still call us.

Robo calling is illegal in most states.  If you live in one of those states, it is illegal for them to robo you.  However, There is a whole host of those who are exempt in addition to political  and those with whom you have a working relationship.  (go to the DNC site and read about exemptions)  Charities,  nonprofits, and surveys are some of them.   The DNC does not immunize you against all of your callers whether they are listed as exempt or not.   I can call you and would not be violating the DNC as long as I am not attempting to Sell you a product or service and close the sale over the phone.  I can call you if my ultimate goal is to set up a face to face appointment between you and a representative of my company.  (I don't own a company,  I just using me as a for instance)   I can call you and ask if you'd like to participate in a study of any type.  If I were a doctor or a lab,  I could call you and ask how you are feeling today and would you be interested in testing medicine.  The point is,  Those who are registered with the DNC/FTC registry are simply put on a list.  This list is required to be purchased by companies who engagle in legal telemarketing,  as a guide of who not to call.  Simply a list.   Anyone can call you,  as long as they are not calling for  the purpose of Telemarketing .  No one is immune from any call simply because they do not welcome it.  Telemarketing is considered to be the "Sale of Goods or services".  Go to the DNC site and read the pages under "Frequently Asked Q&As"   It will really make a person aware of just how little the DNC does,  and also just How much it really does do....

Started getting calls from this number. No I do not want to be your lab rat and stop calling my home phone. I did call the number back and told them to stop calling. I do know that after telling them not to call YOU, you can make a complaint to the DNC. Which I will do. And let the FCC know also in filling out a complaint. I guess after to many complaints from there old phone #866-379-7912  they switch to this number.

Any company like this one should NOT be allowed to harass people about some stupid study, no matter who they are! Send a letter! I am so tired of all the robocalls I am about to lose it! I am going to start talking to a live person, and threaten with a lawsuit for harassment! I've reported calls to FTC which sent me to the do not call list website, of which I am on. I also complained to the FCC. Gov't can spy on our phone conversations, yet they can't/won't shut down telemarketers? Give me a break! It's an intrusion on my privacy! And I will not spend my money to block them! The darn phone companies should! I've had 22 robocalls in the past 2 months, all different phone numbers. Anyone else dealing with this?
