Billing me on my credit card charges for who knows what?

I think this is a scam. They are promoting themselves as selling health insurance.  They are not. Beware  they are scammers and thieves. William sounds like a nice guy - he'll like to you like noone can.

They charge you for insurance that you don't have
We called and demanded a refund.. they are scammers!!

Instead of contacting your bank you contacted them and you somehow think that they will return the money?

These people are sheisters!
They charged us and said we never cancelled the insurance, didn't have any record of cancellation.

Obviously this was all on the up and up since you marked the call as "Valid".
