    They know where the person is.  But is a lot more effective when they embarrass and cause panic to soften the victim up so that they pay money to make it all "go away".

    Total scam. He said my county is taking legal action. Gave me a fake case number. Not on case.net. Told him when I would be home to receive. He didn't want to deliver it. Gave this number to call. So fake.
