When I answered the call from this apparent call ID, party asked is this "my first and last name."
I replied speaking and then the woman hung up. I don't know who called me.

Woman called stating they were from O&R Electric looking to get feedback on service performed. She was unwilling to provide her name or information and hung up. She asked by "First and Last Name" as well. Called O&R and they are not aware of this # being affiliated with them. Be careful and do not provide any information.

O&R independent survey to rate their performance. (SO THEY SAY)
I blocked #.
Called # back and they answered "customer service",
I asked "for who?"
They said they are not O&R, but rating performance from recent call made to O&R.

A little weird. Could be data miners using util company to gain your trust.

They called repeatedly and ignore requests to remove from mailing list.  Royal pain.

Stop!

Called but I don't answer numbers I don't recognize.  No message left. Spam for sure.

Scammers. No name on the caller ID. If it's a third party company getting paid big bucks by a utility company to take a survey what about you the customer? Isn't your feedback worth something? Stop giving it away for free. Highly doubtful that is a legitimate research or survey company that is too ashamed to display their name.
