It sounds like a Scam, you may already have an infection if you see pop ups like that. Good idea to run a malware bytes scan, microsoft safety scanner, and superanti spyware scan ,all are free. Ensure your antivirus is up to date and firewall is configured. never ever click on pop ups. Use firefox with ad block plus a free firefox add on.
