No. It is a popup ad known as 'scareware'. It is a threat of a virus, but you'll notice there is an http://, https:// address at the top. Operating system popup's DO NOT have web address'. Power down your computer. Disconnect from the internet. Run a full virus scan, which is never a bad idea. Sorry to tell you this is a well known scam by Asian tech companies to get you to call them, charge you hundreds of $$$ to fix your computer - when there is nothing wrong in the first place. I had a popup warning me of a problem with the Windows firewall. I was using a Linux computer at the time. Now that's comedy!

Logged on to internet and this appeared. It said to call my I.P. and ask them to reset my computer to block pop-up adds, and that my computer was set to accept pop ups at this time. I did not call the number, as the same msg appeared earlier with a different number, 1-877-762-9890. Now I get a msg each time I change websites from "adware." I have to click on the X in the upper left corner of the screen to make it go away. It's on an older computer running Windows XP. Probably going to have to take it offline for good.

These popups are coming from what is called "malvertising" and most of them just use clever javascripts to do the popups. I have been hit with them while using Firefox on Linux Mint. Yes, these guys can fool Firefox and Linux.

The bigger threats are the secretive installs of rootkits by malvertising - they don't want you to find them so there are no popups or other scammy advertisements appearing. As Microsoft no longer supplies patches for Windows XP all computers using it on the Internet are sitting ducks.
