Yes it's a collection agency. Seems to deal with hospitals so if you know you didn't pay a bill they are calling cause they want to serve you court papers and can't find you.

 Collection agencies cannot sue, they must hire an attorney.  While they might be listed as the Plaintiff I doubt they could sue unless they actually owned the debt.  Now comes the big lie.

 In order to sue you have to file a civil complaint.  In that civil complaint you have to give a reason why you are suing in that court, which is partly called venue and partly called jurisdiction.  So, in those parts you need to tell where the Plaintiff is located.  You also need to tell where the Defendant is located.  So if they "can't find you" then they must have lied to the court when they listed the Defendant's address.

What if I know I don't have any unpaid hospital bills? And if they can find my phone number, they can certainly find my address.
