Caller with a strong stern voice claiming that a complaint was filed against me and he listed off two of my residence address and stated he needed me to contact him back so I could give a statement of the complaint against me. He rattled off the word Jurisdication  -which I believe is a scared tactic in believing its a real legal complaint. He closed the message by saying my full and that I have been served.

Thank You for sharing.  My wife received a call from this number earlier today.  She called back and they asked her for both the last 4 digests of her social and date of birth.  She refused to give either.  The thing that concerns me here is they mentioned our home address.  I am calling phoning our local police department to see if they have received any complaints.  I'll keep you posted and I'd appreciate if you did the same.

This is a debt collection/process server extortion scam.  I doubt the local police will be any help.  They generally don't blanket a community with these calls.  They pick their intended victims one by one and gather information to make the call sound legitimate.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

As I said, this is an extortion scam.  Well known around here.  I have probably read that same story hundreds of times.  Complaint, if you don't call back you give up your rights, we need a statement, etc.  That isn't how it works.

If you call that number they ID themselves as "ICR"   Guy would not give me any more information.  Something called "ICR" has a history of scamming on 800notes.  No idea where they are located at present.

    In any event,

Just because someone on the phone calling you says you owe a debt does not mean you actually owe it.

If a voice on the telephone claims you owe a debt:

    1.    Demand the person give you his or her name, company name, and address
    2.     Demand a debt validation letter by US mail.  E-mail no good.
    3.    Do not pay  the collection agent or anyone else a  dime until the debt is validated

Of course they won’t do this, no scammer ever will, so simply ignore them and block their calls.

If they are bothering you, report them:

http://www.consumer.ftc.gov/articles/0149-debt-collection (Threatening civil proceedings with no intent to follow through, or threatening criminal process in order to collect a civil debt is a  violation of the Federal Fair Debt Collection Practices Act.)  The same goes for endless telephone harassment

Note that the US Supreme Court in the Case of HENSON ET AL. v. SANTANDER CONSUMER USA INC., has recently ruled that the provisions of the Federal Fair Debt Collection Practices Act do not apply if the creditor owns the debt in question.  As a practical matter this probably won't effect the kinds of scam debt collectors who often show up on 800notes.  The scam collectors don't give you any information about themselves so it is impossible to know whether or not they in fact "own" the debt in question.  Most do not send debt validation letters and many often say they are collecting for someone else.  So, make the complaint anyway if they are bothering you.  Let the FTC sort it out.

Also contact your local attorney general

If they continue to bother you,  and you know you do not owe any money, tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.

You'll probably have to yell at them and talk over them.  Tell 'em  no scammy debt collector is going to push you around.

You have to get tuff with these people because,  being akin to thugs, brute force is (metaphorically speaking).   the only thing they understand.

Just going to claim this as a scam number

I was called today and they were very misleading and left a vm on my cell phone.  Stated they were going to "serve" me papers and come to my place of employment.  I called the number back and they stated they were icr collection agency so i hung up and called back by a different number i proceeded to let them know that it was agaisnt the law to be "misleading" which they were the "manager" told me i didn't know what i was talking about and wanted to listen to my message from my cell phone which i played for him...He stated i was wrong and did not know who they were etc i told him that i had previously called and they said they were icr collection agency of course according to the manager that was not case.  Anyway, i asked him to pls send me a written notice of my debt which was completely ignored.  I will report them on every site i can! No doubt reporting them to every website you can will put them out of business a lot quicker than reporting them to actual federal and state agencies that have real law enforcement powers.

I got a call from a restricted number a couple of days ago. The guy said he was trying to find me because he had sealed documents to deliver -- he rattled off my address, but I have not lived there in over 8 months. I told him what company he said ICR, and I asked him what the papers were about, and he said he didn't know but I needed to call 855-984-6231 and speak to someone. Then the next day he calls and leaves a voicemail and says that since I didn't comply and didn't accept the papers that he was going to send them back to ICR and have them continue their legal action against me. Which got me thinking, if these documents were "sealed" how did he know they were court papers that were trying to be served to me -- moreover if he is just the "courier" service what does it matter to him if I get the papers or not? Scam!!!!

See the posts above from BigA.
This is a crook pretending to be a debt collector.   A voice mail or phone call is NOT notice of a debt.  They are trying to scare you into paying a debt you do not owe.

Don't call these people ignore them and block them, they are scammers and if they can get you to call they can scare you into paying is what their tactic is. They told my husband they were coming to his work, never showed up, now they are saying they are coming to his house, let them come. I'll taze their ass!!!
