it is from portfolio recovery...a debt collector...for a debt i had way back in 1995....of $21 from Book Club.  Calls every day or so...# blocked like 20 times...call will be from different number tomorrow

There is an easy and simple solution to that which will end the calls permanently.  If you want to know more, stop back and reply to me and I will post what you need to do.

Even when I answer the phone, there is no one there.  Why do they call then?  I don't get it.  I also settled all my debt with CApital One almost 6 years ago and have been debt free since, have no idea why this company would be calling.

Portfolio recovery. They robo dial using various numbers. Every once in a awhile I will answer and remind them on their recorded line that robo dialing a cell phone is against federal law.
Telephone Consumer Protection Act (TCPA): This federal act entitles consumers who receive robocalls from collectors on their cell phones to compensation—up to $1,500 per call.

I FINALLY! was able to speak to an actual person from this company called Portfolio Recovery, they are trying to get me to pay thousands of dollars on three credit card accounts I had with Capital One 8!! years ago.  I closed my accounts and paid a settlement with Capital One, they "discharged" the rest and now some company out of the blue almost a decade later tries to get more money from me!?  How is this possible?  How can this actually be a legitmate company?

Who says it's a legitimate company?
Tell them to follow the law and mail you both proof of the debt and proof they're legally entitled to collect said debt. Refusal to do so for any reason is proof of the scam.

Please let me know how to stop these people. They are relentless in the calls. They are trying to collect on a 30 year debt I had that I'm more than sure the company got a write-off with their taxes.

As of last year it is not illegal. You will need to put your cell number on the do not call list to be able to file anything.
