Caller claimed he was AJ was from A1 Heating Service wanted to know if this was Mrs. ———— the home owner, as soon as the party said yes, caller hung up...

Definitely a scam.

Just silence. More robo b.s. need an answering machine when you have a landline. The voip services allow anyone to harass us day and nite!

Didn't bother to answer, but decided to do a reverse number look up and found that this number was a scam.

got a call from 860-924-4003 lady asked if this was M. (my name) at my address then she hung up!

I answered a call from 860-924-4003, that showed with caller ID as "Hartford, CT." An unidentified male caller asked "Mr. 'so-and-so'?"  I wouldn't answer but asked "who's this?" a few times.  He ignored only to finally say, "I'm your worst nightmare" and hung up.  I called him back and got message, "the Magic Jack customer is unavailable - pls leave message."  Then I searched, where I found this site with his number & complaints.  IMO, these callers should be prosecuted.  It's bad enough to get robo-calls, but when this scammer found someone who won't play, he resorted to using threatening intimidation.

Caller identified me by name.  I said "may I ask who's calling" he replied "of course, this Frankie like your husband's name (which is my father's name) from A-1 Chimney sweep the ones who calls every year".  I told him to take my name off the call list.  He said, "I could, but I won't".  I hung up.

I'm perplexed. I got this call; Frankie sounded sincere, and I figured, "For $30, it's worth a chance."  Surprise! Frankie called me back, said he had found a clearer picture of my roof (it can be Googled) and said that the type of chimney I had never needed cleaning, so he cancelled the appointment.  Am I being naive, or is this actually an ethical company?

You are being naive.  No one would give you that low of a price to clean a chimney.  They would lose money simply driving to your house.  You can be sure that if they got there that $30 would turn into thousands needed for unnecessary repairs.  Call a reputable company and not one that is breaking the law making cold calls.
