I believe this is one of a host of spoofed numbers used in illegal sales scams.  The "409" exchange corresponds to the town of Fountain Inn, SC, and is an old BellSouth number, suggesting a landline number, probably legit, but spoofed.  I've received 3 calls from it before my smartphone's synchronized caller ID & blocking revealed that 3 others had reported it as Sales/Ads and blocked it.  I did the same.

Follow up to previous note.  This and many other phone calls from the 864 area code are now leaving voice mail recordings stating a "Morgan" is talking and offering health insurance.  The listener is directed to call 888-380-0825.  The phone is on the DNC list, so this solicitation is illegal.  If you get such a recording, might want to contact your state's attorney general's office.  I understand they can assist in cases where the Feds either can't or won't.
