    This company, Resource Management Co., is a debt collector. They have called and called and never leave a message. Finally, I got tired of them calling - so I called them back at this number. Got right thru to a rep. Told him this was a new phone number for me and I do not OWE ANYONE ANY MONEY so obviously, they are looking for someone else! He was very nice and said he would correct their data/computer records. WE'LL SEE but at least there was a human being I could talk to and TRY to eliminate these EVERY-DAY-CALLS!

    Hates AT&T replies to tony koja
    heh - Directv does think I owe them money, but only because they refused to respond to my correspondence, or to cancel Sunday Ticket on the 3 occasions when I asked them.   AT&T instead just forwarded to collectors, who all make half hearted attempts to collect.  Screw em.

    I have received several hang up calls. Reverse search indicates they are a debt collector. By placing hang up calls, they are in clear violation of the FDPCA. Although working as a collector requires no significant education, or intelect; ignorance is not a defense for neglegence of law. An entity attempting to collect adept is required to state their name, what company they are calling from, and briefly, what the purpose of the call is. They must attempt written contact as well. Do not communicate, EVER, on the phone. When you locate their address, write them a letter clearly indicating their violations (harassing hang-up calls); then tell them to cease and disist calling you, or any number affiliated with you. It is also against the law for them to contact your employer, school, or landlord. Lying is their game as well. They are LEGALLY BOUND to abide by a cease and disist aka "drop dead" letter. If they are legitimate, and very few are, they can report the debt to the credit bureau, but PLEASE NOTE: They cannot enter the debt with a new "Start Date, unless you have agreed in WRITING, to pay them. Credit Bureaus make the erroneous date change all the time, so you need to stay on them too. Hope this helps.

     No they are not.  If they leave no message it is not an attempt to collect a debt.  See also Foti v. NCO Financial Systems, Inc.

    If they talk to you then yes, however before discussing the debt they must verify who they are talking to so that they do not discuss the debt with a third party.

     Not required until after first contact.  See: 15 USC 1692g §809(a)
    Quote:
    (a) Notice of debt; contents
    Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing --

    (1) the amount of the debt;

    (2) the name of the creditor to whom the debt is owed;

    (3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;

    (4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and

    (5) a statement that, upon the consumer's written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor.

    I also find it interesting that not one person here has gotten the correct name of this debt collector.  This phone number does not trace back to any debt collector and I ran it through both Yahoo and Google.
