Debt collector calling wrong number looking for someone else.

She left her name, phone number, said to call her back. No explanation. 8 seconds. Looking above at supposed "debt collector"...this sounds like a scam. I'm 100% sure I have no debts. Based on other complaint above, I'd guess this is a scam trying to get good phone numbers.

My number is a ring.to VOIP number that I use because I am out of the country. I have given this number to exactly zero people. My guess is that some machine is cold-calling. I get a two-second blank voicemail every time it happens, maybe four or five times now.
