Recieved several calls from this number; as I understand it, these calls are paid for by the person called, not the person calling, so this is in effect, a rip-off. Is it illegal? If so, to whom do I complain? Congress? The government? What a joke. Is there a way to block incoming calls from these numbers?

"Toll free numbers are numbers that begin with one of the following three-digit codes: 800, 888, 877, 866, 855 or 844. Toll free numbers allow callers to reach businesses and/or individuals without being charged for the call.
