Blocked call on the third ring.  If it is a debt collector, they're barking up the wrong tree.  No debt here.

I do not answer numbers I'm not familiar with that can be a double-ended practice. This is the second number that I have researched that resulted in "Debt Collection." I don't have debt outside of student loans and I am in contact with that provider. Is there is a reason why the law isn't pushing harder against these scams?

Probably because you are not doing your part?  For instance, have you acquainted yourself with your rights under both Federal and State Collection Laws?  Have you contacted a consumer rights attorney to sue them?  Have you talked to them to find out what they actually want (hint it might not be an attempt to collect a debt from you).

This is Client Services Inc.  Pretty bad phone service.  They called my number 3 times and I called back 3 times only to be told "press 1 to leave a message or stay on the line for the next available agent."  Scratchy music faded in and out as I waited over 15 minutes for an "agent."  None ever came on.  So I called again and this time pressed 1.  That's when it said "thank you for calling Client Services Inc."
