No caller ID name, always a red flag. Long pause, then robot voice said, "Hello, this is Andrew, how are you today?" I said, "State your scam." Then there was silence.

They are really at it, guy got pissed at me when I asked if he heard me answer as a business which I had to do 3 times before he came on with his lying sch-peel which I interrupted with "Did you Hear Me, this is a business!" He started to say something else and I just hung up.  These idiots should be fined $1,000 per call to a number on the do not call list.  They are NOT with law enforcement - total [***]!

As you perfectly well know, business numbers are not be put on the registry.  Further, as you perfectly well know, the registry only covers sales calls.

Do you really think the day of the week actually matters? Even if this were a legitimate caller, most businesses are open today so it's not surprising they called.

The only legit callers who aren't covered by the do not call registries are political callers, non-profit charity calls and people that you already have done business with.  If you have never done business with them and you are on a do not call list, businesses are not supposed to call you.  Scammers are not legit callers and could care less about the laws.

Your remarks are both convoluted and misleading, much as they were sincere. Federal DNCR was created to control sales callers, end of sentence. It's really much simpler to stand pat there rather than detail exemptions. Debt collectors, for instance, by definition have no prior business with anyone as their campaigns begin. Their authority to call derives from consumer financial account contracts, making a whole non-sales world which the Telemarketing Sales Rule never intersects. I might also underline that "legitimate" versus fraudulent callers manifest across all categories, these irritating "hero charity" hustles standing among the worst (and least regulated) offenders. My recall is weak, but I believe one of the US states currently covers political fundraising with its DNCR. Thus we must take care when draping blanket statements.

But if we want to talk legal recourse, the commercial fundraisers which spew these beggar calls are required to obey parts of the TSR through the somewhat indirect control of the PATRIOT Act. As I've noted umpteen times 'round here, they are expected to honor an internal no-call list and add any number upon request. The call centers may also be spanked for excess call abandonment, transmitting inaccurate Caller ID, and calling during curfew hours.

Overly familiar caller yelling in my ear asking for "first responder" donations.  My take on this is first responders are very well paid and don't need donations.  Cops and firemen have tough jobs, but far less dangerous than soldiers in a combat theater.  The average fireman in this county has pulled in $190,000.00 in 2019.  That's bordering greedy and excessive in my book.  The average deputy salary is around $100,000.00.  That's fair and in line with the tasks they perform.   Crooks like this robocalling bum need to be put out of business.
