    Sent a text to my husband 1st with my name then the next day texted me saying they are attempting to reach me with a case # & to contact them.  I have received no actual calls from the number before in my call history either.

    Text on a case for a loan dated in 2018
    Call the number and they said its a law firm to settle this or it will be sent to Civil court. The company was Cashnet. I had no problem paying if I owe but why wasn't I notify till 8 yrs later

    You were not notified because there was no defaulted loan 8 years ago.
    This is a common scam.  Most likely this "debt" did not "exist" until a short time before you were called.
    Even if it was a real debt, at 8 years it would be beyond the Statute of Limitations in all but nine of the States of which 1 has an 8 year limit and 8 have a 10 year limit.  So, it is very likely that even if the debt was real they could not sue you for it.
    Further, since this is the first time they have called you, do nothing about it for a week to 10 days, when a letter that a real debt collector has to send you would be delivered in the mail.  Odds are you will not receive anything from them and that will be proof this is a scam.

    This appears to be a "Fake Debt Collection" scam, but when dealing with any debt collector the following information is useful:

    It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

    Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contain a “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.  If and when you get that letter you should immediately send that dispute/debt validation request letter by certified, return receipt mail.

    Received text from 661-561-5460 asking me for employment pay information, also had a case number
    Directed me to call  1866-469-1372 . So I called they answered claiming to be a Law Office Civil litigation department claiming that I'm being sued for $3,000.00 on a Online payday loan from 2004 saying I stopped making monthly payments in 2017. But if I want documents on this I need to enter into a settlement of 900.00 and make a good faith payment from bank account,

    Not very likely, the only State were one could potentially take out a "payday loan" for that amount and be allowed to continue to make payments for 13 years would be Texas, which has no statutory limits on loan amounts and the life of the loan (although an actual lender would not be so generous time-wise since they do want to get their money back).
    Stopping payments in 2017 would mean that it has been at least 8½ years since the loan was defaulted on.  There are only 8 States where the Statute of Limitations is longer than that, and Texas (4 years) is not one of them.  So, they could not sue you for the debt if it was actually real.

    Obvious sign that this is a scam and they want to raid your bank account.
    Read my post above yours, especially the paragraph that describes the letter a real debt collector is required, by law, to send you without you having to do anything.
