if any New York residents have been called from this number over a payday loan, please contact the New York State Attorney General's office by calling 716-853-8404 .  Anyone who has been falsely told they are being served "legal papers" should report this to the Federal Trade Commission - this would be a violation of law.  The company is required to mail you written proof of debt via US MAIL within 5 days of the intitial communication to you.  If they will not do this, they are violating the law as well.  Any threats of legal or criminal action being taken also would be false and should be reported.
