I have not called this number because it shows up on my phone as Unknown Caller and there is no number beneath.

However, there is a lengthy voice message on my answering machine from someone claiming to be, The Bureau Management Legal Department, and they left a file number that I am to refer to when calling.

The message begins by stating that some documents are being sent via US Mail to my address. When he read off my address I noticed that my apartment number was wrong. The message further states that if I do not call within twenty four hours they would assume the address was correct.

Though ther was no phone number listed on my phone's handset, the voice message on the answering machine gave the phone number as, 866-607-6107.
The man never identified himself by name.

As a rule, I never call people who do not list the phone from which they are calling on the hand set then leave a mysterious number and message on the answering machine. I have no idea who they can be.

What is it with people now a days, they are afraid to answer any calls that come up unknown, blocked etc.
the only way you are going to know who it is, is by calling the number, I tried to call it to see what it was, but they kept asking me for a case #, I didn't have one, but I tried to help you find out what it was.
Other than that, try to call it.
whats the worst that can happen, you end up hanging up on them, big deal!

I agree, why is America all of the sudden afraid to pick up unknown calls.
Were we like that a few years back when there was no caller ID? All the people I know look at their phones, stare at them for a minute, while its ringing,over and over trying to figure out who it is, I tell them all the same, "answer it and you will know who is calling you". If its a telemarketer, that's your way to get rid of one caller, tell them to put you on the "Do Not Call" list and don't call you again. This way you get rid of one caller that you didn't want to hear from. I like to read a lot of these stories, because all the people are the same way, I wonder who is calling, I don't know who is calling, Who could have called? AMERICA.. ANSWER YOUR PHONES! STOP WONDERING WHO THE CALLER IS!

A few years back, we weren't hounded by autodialers several times a day telling us our fake car warranty was expiring. Also, callers didn't use spoofing software or "unknown" to mask their identity (something to hide, maybe?). People would identify themselves and the company they were calling from, and not try to masquerade as one of my dead parents. They didn't ensnare you into a contract by "pressing 1" or saying the word "yes" on a doctored tape recording. They didn't try to recollect on debts paid off decades ago. They didn't call relatives and my third grade teacher using a Lexis-nexis search trying to cajole money out of me by spooking them with legalese mumbo-jumbo. Etc, etc, need I go on?

This is a number to Capital Recoveries, Inc., although they have been known to go by several other names. This is one of those debt collectors that have purchased a very old credit card debt from another company. They have no lawyers working for their office, only a "legal administrator" whose name is Thomas Morris. Check out ripoffreport.com for more information, these guys are scammers.

Answer is a scummy telemarketer or collection agency that is now beginning to have trouble getting people to answer the phone. Until you can get laws passed where I am required to answer the phone every time it rings you are going to have to learn to live with unanswered calls until you clean up your act. You are the problem.
