We just got this letter of mortgage payment reduction. Just wondering if it's just another of those scams.

Complete Scam.  The company attempts to pass off their advertisement as an official looking government document without making any mention of their identification or real intent.  But, that is typical of a few mortgage brokers and deceitful lenders.
When you do good things you don't have to hide.  People will notice the good work you do.
