Did anyone deal with this number? Who is it?

This woman called and asked if I knew the neighbors across the street, because she needed to leave a number to have them call back because they had switched to cell use and she did not have the new number.  I stupidly agreed thinking it was a personal call until she left the 866 number.   It will be a shame, but I think the note with the number may get blown away.  I am assuming it is one of those slimey collection agencies, although "Teresa" would not own up to it.
