this is the number I was given to call back a person called Jeffery obrian who said if I didn't pay them money I  owed I would go to jail

He's a fraud. People don't go to jail for debt. EVER!
He's using a very old and worn out intimidation tactic in the hope that he can scare you in to coughing up some cash. Demand written proof of his claim be mailed to you. NOT e-mail or fax. As outlined and required by federal law under the FDCPA. He refuses; he's an outright fraud or a bogus 3rd party collector attempting to collect a fraudulent or invalid debt. Simple, ain't it?
Know your rights as a consumer under the FDCPA. It's easy, just Google it.
