That number actually goes to a company called Wellpoint which handles all of California's Medicaid call center support.
Interesting that the first thing the V's promised humanity was universal health care and the number just described is so close to an actual Government affiliated department?

I received a call from this number and all I got was very a high pitched noise.

It is now a fax number.
