My Dad had a message flash on his screen that MS Defender detected a trojan and disabled the computer with a threatening screen message and a repeating computer audio message indicating he needed to call this number to take care of the problem.  Asked him to shut it down and seek professional computer help offline. Suspect this is a ransomware attack, possible encrypted hard drive, and possible data breach. Reported to county sheriff's office.

Nope, nothing like that as long as he did not let them into the computer.  Simple solution would have been to clear out the cache, cookies, and history.  Then find and install an ad blocker which if he had been using one he would have never seen that pop up.  Try not to be such a drama queen.
