    Received two messages saying they sent me letters and emails about a debt, and were going to send it to the credit bureaus. When I called, they told me they did not have to verify the debt  because they already sent out a letter which I never received. I told them I needed the debit (which I don't owe) verified and they hung up on me. Said they were ACC Recovery.

    A dunning letter doesn't "verify" or validate debt anyway. Validation still has to be sent in response to your written request, itself replying to that dunning letter which ACC is refusing to send. It's an altogether typical paperless gambit run by so-called debt collectors who are unprepared to support their claims.
