It's a College.  When I called it back, I couldn't make out the name of the school because it got cut off at the begining of the call.

It is Stevens Heneger College.  They called and asked for someone who does not live here.

Hey, they have been calling and we answer there is no one answering. Then when they do answer were rude to my wife! What a way to conduct business.

If you call back the number, 877.498.1017, press 1 to speak to a representative and ask them to take your name off their database. Than they will tell you the name of the person they are trying to contact, just simply say they have the wrong number (even if they don't) and it will take 24 to 48 hours to take you off. This should help.
Also, to avoid all these colleges and/or random numbers from calling you, try to refrain from filling out online forms that require your number. They have affiliations they work through and give out your number as advertising for the others.

I called the University its in Utah,

I did call them, I got the same spiel, all they said it would take 48-72 hrs, they did not ask which number it was coming from nor my name, so how are they going to stop it

they've been calling for months now, told them i'm already enrolled in a local school they just don't give up!!

They called me today. I didn't recognize the number, but I answered because I was expecting an important call. The person said, "Is (my name) there?" I replied, "Yes." Then she hung up.
