Received a call from an "unknown" phone number and left a message that it was in regard to a legal case being filed in Williamson County, gave a case number to reference and to call back to this number 877-640-5418. In the background were numerous other conversations... from a call center.  The caller gave no reference of their name, company, etc.

Just ignore it!  IF there was a problem, you would not be warned.

I received this call from “no caller id “ and was referenced a case number that it would be submitted to the Garoua county courts but never stated who they were. Just said they were called Liberty and would not provide the address. Very suspicious and kind of has me worried cause they said it’s now being turned over to the courts. Is this real?

Not if you call extortion real.  One word business name?  I bet they won't give you an address either, but if they do it will be some mailbox store or a virtual office.

Criminals are masquerading as debt collectors in an attempt to extort money from people by scaring them into believing that:
    a.       You are going to be sued and it will cost you lots of money when they allegedly “win” their case.
    b.      That they are about to file criminal charges or that you will be criminally charged (they use the bad check or hot check claim a lot, or some sort of fraud, like bank fraud, wire fraud, etc.) and go to jail, even though debt is civil not criminal, there are no criminal charges, and debtor’s prison was outlawed over 200 years ago.
    c.       That they will take away your driver’s license.
    d.      That will garnish your wages without actually suing you, going to court, or even winning a case and obtaining a judgement followed by a judge’s consent to the garnishment.  They also claim that your wages will be garnished in amounts far above all legal limits which are described by the Dept. of Labor here:  https://www.dol.gov/whd/regs/compliance/whdfs30.pdf

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.  If and when you get that letter you should immediately send that debt validation letter by certified, return receipt mail.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file complaints with the FTC: https://www.ftccomplaintassistant.gov/#crnt&panel1-1

Also file a complaint with your State Attorney General's office.

I am also getting the same voicemails. They started calling last week and said they were going to place a "motion to locate" which i looked up and that is only relevant to family law. Since I do not have any family law issues, I figured it was scam. No business name left just "the office".

Caller has called twice saying both times that "this is the last attempt to contact you and this message serves as your last legal notification."  Callers name that they gave was Marie Campbell.

All same as above. They have left multiple messages looking for my brother. I have called them back twice and told them I have no idea where he is or how to contact them and sternly told them to quit calling me. They say they can't remove my information from the file, but they can't tell me what it's about.
