No message was left.  I dialed the number back to find out who called.  A recording came on first then I was transferred to a live person.  I told her I had received a call from this number earlier in the day.  She asked if I was calling on behalf of my father (she used his name so they have caller ID).  I told her that he was the only person I knew who had any connection to the VA.  She said they were calling him because he enrolled in the health care program, but never made an appointment to see a doctor and they wanted to help him do that.  I explained that was because he died 13 years ago.  She was very nice and apologized for the call.
