    When I answered, the caller said (with a foreign accent) that he was with Conn's Home Plus, that the call would be monitored, and he asked if I was someone who I'm not.  I told him I wasn't that person, said goodbye and hung up.

    The solution to that is really simple.  If you are behind on your payment then pay them.  If you do not have an account and they are contacting the wrong phone number then tell them.
