Got a strange call from "Salvador Rodriguez" at this number, indicating extension 5202. He stated he was with "Wyndham Professional".

However, the call came in from a local Birmingham, AL number 205-533-9692

He refused to state his type of business citing "federal law".

I smell a collection agency

Above poster is correct. Name of company is Windham Professional. They do educational/student loan collections for the government, particularly HEAL loans. They also do some private loan collections.

Word to the wise, ignore them. Their contract will expire and another entity will get the business.

The caller said his name was Mr. Wilson or something and I asked WHERE he was calling from and he was very rude and said "you didn't ask where I was calling from you asked who I am" which actually isn't true, as I asked both, very specifically.
He said "I'm calling from Windham Associates and I'm looking for --------- ------------- last four of social **** about a personal business matter, is that you?" I said nothing and hung up because that just SCREAMS identity frauds scam to me. I'm actually kind of freaked out.

That explains the harassment about signing paperwork.  They claim to require signed paperwork but are collecting anyway.
My best guess is that they need signed paperwork so Windham can get paid by the Department of Education.
No wonder people hate the Department of Education as much as Americans do today.

I received a few calls from this number and they say they are with Microsoft and say they have your number for your computer and want you to opened it so they can tell you what to do because it’s been hacked if You don’t they say they will block your computer from being used. Well kept him on the phone for 25 mins he started to threaten me and I told him where to go, so people don’t give them any information they will try to convince you they are from Microsoft or windows oh and also tried to tell me if I didn’t do what they wanted that when they block it it will cost me lots of money to get it fixed told him he was full of crap they will also try and tell you there calls are monitored by RCMP like I said why would your calls be monitored by RCMP
