I received a call/voice mail from this number.  The caller indicated that they were calling from "USC" on behalf of someone who'd listed me as an application reference.  I've not called back and don't intend to since - if this is legit - the individual that listed me as a reference should have given me a heads up to expect the call.

I think it is some type of car loan place. They have called me twice looking for a coworker who listed me as a reference and he did just buy a new car. I assume he is behind on his payments already and they are trying to track him down.
