I would like to know where and who this number belong to

I got 2 calls from this number from a Matthew Hicks.  He was threatening me to pay $200 or go to jail.  I asked for a validation of debt and he just kept saying "Yes or No"..."Do you want me to send you to jail?".  I asked him for an address where I could send a "Cease and Desist letter" and he hung up on me.  He wouldn't even tell me what I owed the $200 for.

Person said they are serving papers to my work and home.  I work for a government office.  Never said who they are with, what it is for, etc.  Then left this number as a cell phone.  Also said they were a private investigator and are coming to get me.  I have no idea what this is for.  I will NOT call this number back.  Sounds like a scammer.  Will turn this over to the people I work for...the FBI.
