A really nice sounding girl named "Jennifer" tells you to call her back about reducing student loans but instead of leaving the calling number she says to call back on 877-888-8390. The 888-848-4294 is a known scam number so the referral number 877-888-8390 must be a scam as well.

I received a call from this number today. They didn’t leave a message. I NEVER answer a call unless I’m SURE who is calling. You shouldn't either!

Considering phone numbers are easily spoofed there's no way you can know 100% for sure who is calling unless you do answer the phone.
